Before applying

Our Rental Qualifications

Applicants are reviewed under the published criteria for the applicable rental type, subject to applicable law and required alternative-evidence options.

  • IncomeWhole-home rentals: verified gross household income of at least 3 times monthly rent. Room rentals: the applicant’s own verifiable income from a lawful source of at least 3 times the room rent. Subsidy income is evaluated using the applicant’s portion where required by law.
  • CreditWhole-home: 650+ preferred; scores of 620–649 receive full consideration when the other criteria are met. Below 620, an applicant may be considered with at least one factor: verified gross household income of at least 4 times monthly rent; a qualified guarantor meeting Section 5 (income of at least 5 times monthly rent and a 650+ score); or verified on-time housing payments for the most recent 12 months. Room rentals use the separate Section 4 standard: 620+ preferred; 580 minimum, with income and rental history carrying the most weight for scores of 580–619. Standards are applied consistently. For subsidy applicants, lawful alternative evidence may be considered instead of credit history.
  • Rental historyWhole-home applications: verifiable housing-payment history for the most recent six months when the applicant had a rent or mortgage obligation. Room rentals may consider other verifiable payment records when history is limited.
  • Complete applicationAll adults age 18 or older must submit an application and valid government-issued photo identification.

Applicants using a government rent subsidy may use lawful, verifiable alternative evidence instead of credit history where provided by law. Income is evaluated using the applicant’s share of rent where required. See the California Rental Policy, effective November 2, 2026 for full terms.
